l used a amazing sampler kit from Stina for this tag, you can find Stina's ScrapKit here

I began Stina's Tag with a 800 x 800 image and add paper 01 then went to layers. load/save mask and selected Vix_Mask167 and hit load
Then l looked at the elements and thought l would try Frame 03 as it looked both cool and sweet, add it to the centre of the mask and add a drop shadow of 4
Then l selected a Suzanne Woolcott image and add it to the centre of the tag with a drop shadow of 3
HeartPillowfreebie was the last element l resized it to 200 and centred it at the feet of the image with some adjustments then add a drop shadow of 3
Last things are your copyright and or licence details and any names you wish to add to it
Then merge all groups and add a colored border and do any resizing you feel is need
